Opinion | The Government’s Costly Definition of ‘Small Business’

The federal government's definition of a "small business" has become a sprawling, expensive mess. It is not just a bureaucratic label. It is a gateway to billions of dollars in subsidies, tax breaks, and regulatory exemptions. The problem is that the current system encourages companies to stay small on paper, even when they are large in practice.

A business can qualify as small in one industry while being a giant in another. A manufacturer with 1,500 employees might be considered small, while a construction firm with 50 workers could be classified as large. This inconsistency creates a perverse incentive. Companies learn to game the system, splitting into smaller legal entities or limiting their growth to keep their federal benefits. Taxpayer dollars meant to help struggling startups instead flow to established firms that have learned to navigate the loopholes.

The real cost is not just financial. It is a drag on the economy. When businesses are rewarded for staying small, they are less likely to invest, hire, or innovate. The government's own data shows that most job creation comes from young, growing firms. Yet the current rules actively discourage that growth. The result is a stagnant market where the most dynamic companies are penalized for success.

This is not a call to end support for small businesses. It is a call for a smarter, more honest definition. The government should tie benefits to actual economic need, not to an arbitrary headcount or revenue cap. Until that happens, the system will keep wasting money and holding back the very companies it claims to help.
